Connecticut Development Authority
The Connecticut Development
Authority is a quasi-public organization whose purpose is to help
Connecticut businesses access capital necessary to help businesses grow;
create and retain jobs; and, enhance the State's economic base. The
Authority structures creative financial solutions for businesses that
encourage economic and employment growth, job training and business
recruitment.
The Authority works with banks and other
financial institutions to provide loans to businesses. There are many
businesses that qualify for assistance from the Authority. All
investments must fulfill certain economic and development objectives.
The investment must have a reasonable expectation of repayment and must
create or retain jobs, providing economic benefits to the State.

Department of Labor
The CT Department of Labor can provide the business community with
job-related consulting services, apprenticeship programs, customized job
training programs, OSHA regulations, wage and workplace standards, rapid
response to company downsizing or closure, shared work programs, and
labor market information. The Department of Labor also serves job
seekers, students, and individuals who are underemployed, providing
workshops, career guidance, current labor market information and a job
bank of available jobs in Connecticut.

Connecticut Department of
Revenue Services
The Connecticut Department
of Revenue Services is responsible for administering Connecticut's tax
laws and ensuring that the revenue in a fair and equitable manner. The
Department's Ten Middle Street office delivers Connecticut tax
information to taxpayers through educational programs and walk-in
assistance. The staff assists by registering new businesses, preparing
tax returns, accepting payment of state taxes (by check only) and
providing information and forms.

The Connecticut Small Business Development Center
Encourages the creation and growth of small business by providing sound

Community Capital Fund
Community Capital Fund exists to build
metropolitan Bridgeport and enhance the quality of life for its
residents by financing small business and multi-unit property
investments. Community Capital leverages bank, government, and private
funding to provide loans for projects that meet our mission to benefit
low and moderate income people. Often our loans provide funding that
investors could not get through traditional lenders.

Community Economic Development Fund (CEDF)
The Community Economic
Development Fund a partnership of the State of Connecticut and several
financial institutions, can provide financing for a wide range of
projects in certain targeted investment and public investment
communities throughout the state. The goal of the CEDF is to revitalize
Connecticut's distressed neighborhoods by providing greater access to
capital, technical assistance to small businesses and support for
community economic development.

The Bridgeport Regional Business Council is a regional chamber of
commerce with 1,100 member companies serving the Bridgeport region . The

Connecticut Procurement Technical
Assistance Program (PTAP)
PTAP helps Connecticut businesses to
connect to government procurement opportunities. PTAP matches products
and/or services with government bids, registers businesses with
government procurement agencies and assists with proposal and bid
preparation. PTAP can also assist in contract negotiations, post award
contract administration and electronic commerce. PTAP is funded by the
U.S. Department of Defense and the State of Connecticut DECD.

United Way of CT
CPEC operates a program called City Scan, which uses hand held computers
and GPS systems to record information concerning physical improvements
that need to be made in a community (e.g. removal of graffiti, potholes,
dumping, etc.) City Scan engages neighborhood youth and other
volunteers in collecting and prioritizing of community problems.

Connecticut Minority
Supplier Development Council, Inc. (CMSDC)
In Connecticut, there are 13, 435 minority-owned firms
representing 5.7 percent of the 237,705 total of all state businesses.
Minority owned business sales accounted for 2.1 percent ($1.5 billion)
of the state's $70.2 billion revenue total. The Connecticut Set-Aside
Programs for Small Businesses and firms owned by women or minorities
(Procurement Programs) helps ensure that these firms are patronized by
local, state and federal governments. Connecticut State law requires
that 25% of all State purchases of goods and services to be set aside
for small firms (i.e., those with less than $10 million in gross annual
revenues). Moreover, one-quarter of this 25% must be set aside for firms
owned by minorities, women and the physically challenged. The
Connecticut Department of Economic Development certifies companies as
eligible set-aside contractors, and monitors compliance by State
agencies. The Connecticut Minority Supplier Development Council, Inc. (CMSDC)
can assist you register for the Set Aside program.
